使用零冠詞的典型情形
所謂用零冠詞,即既不用定冠詞,也不用不定冠詞。這類情況主要有:

1引言
一般來講,判斷各種環(huán)境因素可否滿足環(huán)境建設(shè)項目的要求,就需要借助環(huán)境監(jiān)測結(jié)果。就環(huán)境影響評價體系而言,環(huán)境監(jiān)測的重要性是不言而喻的。環(huán)境監(jiān)測是立足于環(huán)境保護(hù)的角度上,按照建設(shè)項目的不同特征、出現(xiàn)的各種環(huán)境狀況,由此制定相應(yīng)的環(huán)保措施,并確立環(huán)境監(jiān)測計劃,在這種情況下,實現(xiàn)環(huán)境污染控制的目的,并最大程度上提升環(huán)境質(zhì)量,保障經(jīng)濟(jì)的可持續(xù)發(fā)展。
2環(huán)境監(jiān)測與環(huán)境影響評價內(nèi)容及職能
2.1環(huán)境監(jiān)測的數(shù)據(jù)
通常來說,獲取相應(yīng)的環(huán)境監(jiān)測數(shù)據(jù)途徑主要是通過現(xiàn)階段高科技監(jiān)測技術(shù)手段來實施,即通過監(jiān)測具體環(huán)境中的某物質(zhì)含量來開展。從其本質(zhì)上而言,環(huán)境監(jiān)測工作旨在為環(huán)境執(zhí)法提供服務(wù),通過相應(yīng)的監(jiān)測數(shù)據(jù)信息為環(huán)境管理提供技術(shù)支持。隨著監(jiān)測數(shù)據(jù)信息的積累,在某一時期內(nèi),就能夠按照工作的實際要求,基于監(jiān)測獲取的數(shù)據(jù)信息,對該區(qū)域環(huán)境實施評價。需要說明的是,在具體開展的環(huán)境影響評價中,環(huán)境監(jiān)測的內(nèi)容劃分成兩個方面。首先是環(huán)境調(diào)查階段,在該時期,主要了解和獲取環(huán)境監(jiān)測數(shù)據(jù)信息;其次是項目竣工驗收時了解和獲取的監(jiān)測與調(diào)查數(shù)據(jù)信息。
在實際的環(huán)境監(jiān)測時,數(shù)據(jù)通常會呈現(xiàn)以下特點。首先,基于統(tǒng)計學(xué)理論知識,把了解和獲取的數(shù)據(jù)信息實施統(tǒng)計學(xué)計算,在具體實施的過程中,必須考慮融合自然科學(xué)以及社會科學(xué)的相關(guān)知識。其次,立足于環(huán)境監(jiān)測必須為社會服務(wù)的基礎(chǔ)上,這就要求在實際操作過程中,獲取的環(huán)境監(jiān)測數(shù)據(jù)信息,通過整理分析,能夠有效地為改善人們的日常生活提供服務(wù)。這主要是基于環(huán)境監(jiān)測數(shù)據(jù)能夠起到下述作用,也就是說,在實際操作過程中,能夠充分反映出人類為之生存的大氣環(huán)境、水環(huán)境等各種因素的狀況。
2.2環(huán)境影響評價的內(nèi)容
環(huán)境影響評價的主要作用旨在為保護(hù)環(huán)境,避免企業(yè)規(guī)劃以及建設(shè)項目實施后可能造成的環(huán)境影響。在實際操作過程中,主要是專家團(tuán)隊實施分析、預(yù)測以及評估,環(huán)評專家制定相應(yīng)的預(yù)防措施,提出降低環(huán)境影響的方案,給予相應(yīng)的跟蹤監(jiān)測方法,通過具體制度的建立和完善,來對環(huán)境進(jìn)行最大程度的保護(hù)。可以說,環(huán)境影響評價是對規(guī)劃和建設(shè)項目實施可能造成的環(huán)境影響實施各種分析、預(yù)測以及評估,并制定相應(yīng)的預(yù)防措施,抑或提出降低環(huán)境影響的方案。通常來說,環(huán)境影響評價重點包含三方面內(nèi)容:一是現(xiàn)狀環(huán)境影響評價,二是環(huán)境預(yù)測與評價,三是跟蹤評價。
3環(huán)境監(jiān)測與環(huán)境影響評價的關(guān)系
3.1環(huán)境監(jiān)測是環(huán)境影響評價的基礎(chǔ)
要評價一個國家或者一個地區(qū)的環(huán)境質(zhì)量好壞,就必須有一定的評價標(biāo)準(zhǔn),即環(huán)境評價標(biāo)準(zhǔn)。環(huán)境監(jiān)測數(shù)據(jù)能夠直觀地體現(xiàn)出一個國家或者地區(qū)的環(huán)境質(zhì)量好壞。所以,環(huán)境監(jiān)測數(shù)據(jù)對于評價標(biāo)準(zhǔn)是非常重要的。每一個項目的建設(shè)都必須提前做好對其周圍環(huán)境的評價工作,其中有眾多因素需要仔細(xì)斟酌,例如:水土資源是否適合該項目,空氣清潔度能否滿足項目要求等。有關(guān)部門需要長時間地對當(dāng)?shù)丨h(huán)境進(jìn)行檢測,認(rèn)真考量該地域環(huán)境是否滿足該項目的要求,例如水體的污染程度,大氣的污染程度等。只有這樣,才能夠防止項目建成后因為環(huán)境不符合項目要求而無法及時運行。所以,環(huán)境監(jiān)測是環(huán)境評價的體現(xiàn)手段,也是環(huán)境評價的基礎(chǔ)工作。
3.2環(huán)境監(jiān)測在環(huán)境評價中的監(jiān)督功能
項目建設(shè)過程中及建成后開始運行都需要進(jìn)行可行性分析,可行性分析的依據(jù)則來自于對當(dāng)?shù)丨h(huán)境的科學(xué)監(jiān)測。可行性分析不僅包括項目建設(shè)地的選擇是否合適,還需要考慮當(dāng)?shù)氐乃|(zhì)、大氣污染程度和其他環(huán)境水平是否能夠滿足該項目的要求。例如,分析類型的項目對精密度和準(zhǔn)確度要求較高,那么對當(dāng)?shù)厮w和大氣的要求就會相應(yīng)提高;若是水泥或者礦物類項目,對精密度和準(zhǔn)確度要求不高,但要考慮項目運行后是否會對當(dāng)?shù)丨h(huán)境產(chǎn)生不良影響。以上情況都需要通過科學(xué)的監(jiān)測數(shù)據(jù)來判斷。人類要充分發(fā)揮主觀能動性,運用新型科學(xué)技術(shù)對環(huán)境進(jìn)行實時監(jiān)督,對環(huán)境問題采取早發(fā)現(xiàn)早解決,預(yù)防為主,治理為輔的辦法。此外,要號召全民保護(hù)環(huán)境,就環(huán)境問題對人民進(jìn)行思想教育,改善我國國民不重視環(huán)境問題的態(tài)度,筆者認(rèn)為,有必要在中小學(xué)教育中安排環(huán)境教育的課程,從孩子抓起,從小培養(yǎng)他們熱愛祖國,保護(hù)環(huán)境。
3.3環(huán)境監(jiān)測貫穿于整個環(huán)境評價體系
無論是在項目建成之前還是在項目建成之后,都需要對環(huán)境進(jìn)行監(jiān)測。環(huán)境監(jiān)測應(yīng)存在于項目的整個時期,所以對項目可行性影響很大。項目要更好地運行,就必須基于長期的實時環(huán)境監(jiān)測,所以,實時環(huán)境監(jiān)測對于項目而言至關(guān)重要,必須加以重視。
4環(huán)境監(jiān)測在環(huán)境影響評價中的問題
(1)環(huán)境監(jiān)測在項目建設(shè)前與項目建成后都起著至關(guān)重要的作用,但是,環(huán)境監(jiān)測也存在不足,主要表現(xiàn)在以下幾方面:①監(jiān)測地域的局限性導(dǎo)致監(jiān)測所得的數(shù)據(jù)具有一定的區(qū)域性,而不是普遍性。這將導(dǎo)致監(jiān)測結(jié)果,只能代表項目所在區(qū)域的某一特定時間的監(jiān)測結(jié)果,而不能代表該區(qū)域的普遍性結(jié)果,與該區(qū)域?qū)嶋H的污染現(xiàn)狀有一定的差距;②監(jiān)測點位的設(shè)置是根據(jù)導(dǎo)則的要求而定,但實際工作中,設(shè)置的點位受項目區(qū)域地理位置的限制,實際監(jiān)測時不得不適當(dāng)調(diào)整監(jiān)測占位的位置,這樣的監(jiān)測結(jié)果也不能完全代表導(dǎo)則要求的監(jiān)測點位的結(jié)果,比如我站在監(jiān)測某個垃圾處理場項目時,就由于交通不方便、工作環(huán)境達(dá)不到要求,不得不適當(dāng)調(diào)整了監(jiān)測點位;③還存在設(shè)置的點位附近有污染影響也不得適當(dāng)調(diào)整點位的情況,比如以上提到的垃圾處理場項目,有個環(huán)境空氣監(jiān)測點位就有一個養(yǎng)殖戶養(yǎng)殖了很多羊,空氣質(zhì)量很差,對監(jiān)測結(jié)果影響很大;另外,監(jiān)測點位其他條件對監(jiān)測結(jié)果也有很大影響,比如環(huán)境空氣質(zhì)量監(jiān)測時,連續(xù)7 d,每天12 h以上監(jiān)測,接通電源是否方便,監(jiān)測人員的是否有落腳點等也是影響著監(jiān)測點位的適當(dāng)調(diào)整等等。
(2)在環(huán)境監(jiān)測的過程中,除了要受到地域的限制,還會受到時間以及建設(shè)單位本身的經(jīng)費支持多少的限制。在實際工作中,時常遇到有的建設(shè)單位對環(huán)境保護(hù)工作不夠了解和重視,特別是政府招商引資項目,時常出現(xiàn)“未批先建”、“邊建邊批”的情況,給環(huán)評單位留的時間太少,為了節(jié)約時間,只會選擇某一區(qū)段的時間進(jìn)行監(jiān)測,而不是全天候監(jiān)測環(huán)境水平。
(3)有的環(huán)評單位為了多接業(yè)務(wù)創(chuàng)收,在環(huán)評收費上亂壓價,這就會導(dǎo)致不能保證足夠的建設(shè)項目環(huán)影響評價過程中的環(huán)境監(jiān)測費;同時也存在利用監(jiān)測數(shù)據(jù)不具代表性的問題。
(4)在環(huán)境監(jiān)測的過程中,還存在環(huán)境監(jiān)測站任務(wù)重、監(jiān)測人員較少、監(jiān)測人員素質(zhì)不高等等原因。在實際監(jiān)測過程中也存在一些縮短監(jiān)測時間、頻率的情況等。
以上這些因素就無法準(zhǔn)確地體現(xiàn)建設(shè)項目環(huán)境影響評價中所涉及的環(huán)境因素水平。
5完善環(huán)境監(jiān)測在環(huán)境影響評價中作用的相關(guān)建議
環(huán)境監(jiān)測是環(huán)境影響評價的基礎(chǔ),也是環(huán)境影響評價中至關(guān)重要的一部分,必須給予足夠的重視。針對環(huán)境監(jiān)測工作存在的一些不足,確保環(huán)境監(jiān)測體現(xiàn)在環(huán)境影響評價中的重要作用,提出以下幾點建議。
(1)加大環(huán)境保護(hù)宣傳力度,真正做到全民環(huán)保,政府官員也好,項目建設(shè)單位也好,都應(yīng)足夠了解、重視環(huán)境保護(hù)工作,特別認(rèn)識到環(huán)境監(jiān)測工作在項目建設(shè)過程中的重要性,依據(jù)環(huán)保法律法規(guī)的程序申報項目,做到不“未批先建”、“邊批邊建”,保障環(huán)境影響評價單位有足夠的時間進(jìn)行評價工作;同時,提供足夠的經(jīng)費并給予人力支持;保證有足夠的人力、物力進(jìn)行環(huán)境監(jiān)測,實現(xiàn)全天候的監(jiān)測環(huán)境。
(2)加強(qiáng)對環(huán)境影響評價單位的管理,加強(qiáng)環(huán)境影響評價隊伍建設(shè),完善環(huán)境影響評價單位考核制度,保障環(huán)境影響評價工作依法有序開展。環(huán)境影響評價單位應(yīng)嚴(yán)格執(zhí)行環(huán)保相關(guān)法律法規(guī),在接業(yè)務(wù)時,要對建設(shè)單位提出環(huán)境影響評價的基本要求,滿足環(huán)評所需資金及時間,合理布設(shè)環(huán)境監(jiān)測點位,做到時間保證、經(jīng)費保證、監(jiān)測具有代表性。
(3)政府部門和環(huán)保部門,特別是環(huán)境監(jiān)測單位,都必須高度重視環(huán)境監(jiān)測工作,加大環(huán)境監(jiān)測硬件投入,購買先進(jìn)的環(huán)境監(jiān)測儀器設(shè)備,引進(jìn)專業(yè)人員,保障環(huán)境監(jiān)測工作的全面開展;加強(qiáng)監(jiān)測人員隊伍建設(shè),加強(qiáng)業(yè)務(wù)技能學(xué)習(xí)培訓(xùn),提高業(yè)務(wù)素質(zhì);加強(qiáng)的環(huán)境保護(hù)意識教育,使他們深刻理會到環(huán)境監(jiān)測工作的責(zé)任和意義,增強(qiáng)責(zé)任感和使命感,保證監(jiān)測結(jié)果的代表性、準(zhǔn)確性、精密性、可比性和完整性。
